This document refers to the new law of parliamentary elections, adopted by the Romanian Parliament in June 2015. We welcome the fact that the principle of proportionality is kept at the foundation of the electoral system, but we argue that returning to closed party lists is a step back in the attempt to recruit and elect better MPs. We argue in favor of introducing open party lists, allowing the voter to cast a vote either for an entire party list, either for one single candidate on a preferred party list. We also refer to the electoral threshold, the conditions imposed for parties to put forward candidates, or the provisions regarding the electoral campaign.
